I'm pretty sure we can just excuse it as a technological sliding timeline and place it in 1956-1957. Maybe in a head-canon Earth-1 Pre-Flashpoint, it'd be between 1998 and 2001, but in the Earth-31 timeline, it still fits fine as it's supposed to.But then again…this occurred in 1991.
