It's about these teenage superheroes living in an anarchist utopia. And I mean a real (pun intended) utopia, not one of those dystopias from, say, The Giver. It's a pretty strong comic, with some fantastic uses of interactive comics, stuff I never really thought you could do with the medium until now.
Fair warning: the creator is infamous for some kinky transformation comics. While it's not really present here, and when it is present it's not until later, transformation is still a part of the story. So if you'd really rather not see that sort of thing, then this probably isn't for you. (Though I do strongly recommend checking out the comic's interactive portions. The one in Chapter 5-2 is easily the most impressive, though I think it works best when you read all the way up to it.)
