I'm not too familiar with the secret war, but in the more grounded UU it could simply be some galactic commando ops.
Something like the Chitauri, Kree, Skrull, Beyonder (whoever he is) or whoever prepare for an old fashioned full scale invasion of Earth. But thanks to some advance warning (From Mar-Vhel, for example), Fury decide to stop them from even leaving their galaxy, much less invade earth. One actual invasion is enough in anyone's lifetime so let's "sink" this new invasion fleet before it leaves port.
And who do you call when you need to run large scale commando ops in a foreign galaxy against super-science powered aliens? Well, pretty much everyone who is anyone in the Earth superhero community. There are not enough government funded supers, so it's conscription time! Perhaps even some of the tamer villains in exchange for pardon. There are precedents ; Lucky Luciano got out of jail because he used his Sicilian contacts to help the US invade during WW2.
That would be fun. Kinda like seeing a Navy S.E.A.L. secret ops. Except the target isn't nasty terrorists, it's technologically advanced aliens. And these aren't soldiers, these are super heroes with big egos. Fun, I tell you, and fairly grounded.
