I see this signature that looks like "G.G. Ever"????
It was probably some college art class project done in the 90s, the guy died or something and it ended up sold by family and passed from pawn shop to pawn shop.

Actually that looks to be Lowell Cunningham's art style to a T. The artist for the Malibu Comics' Men in Black.
 
Ok I looked him up and this didn't show up in his bibliography so maybe it's by someone else ?
