Yes, Dr Strange and Chavez can look into other lives via dreams because they have the ability to.

They are mystical-powered people. Not Frank.
That is not established in the film. That is you coping because you don't like the idea of all dreams being another universe.
 
They literally establish all dreams are universes. They even make a joke about it when Wong talks about the dream where he runs naked from a clown and America Chavez says "it's somewhere out there".

But what's also important to note is that America Chavez states "that was [Defender Strange's] theory" and that doesn't necessarily mean *every* single dream is in fact another reality just that dreams theoretically are windows into other realities.

Unfortunately yes, I believe the implication is all dreams are windows into other realities. However it is stated to just be a theory and given that making all dreams windows into other realities is a stupid ass decision I've elected to use that line to ignore it lol

This is why until something of conflicting or extremely-complicated nature is clearly defined to the fullest extent, it's a theory until proven otherwise.

For the sake of simplicity, why overthink Frank's paranoid dreams as another universe. For the sake of Punisher and Punisher alone, I can ignore the Dream/Multiverse aspect in THAT regard. Regardless if it's true or not. We'll never know, we can only assume.

Because "infinite" is just another way of saying "innumerable variations".

Like how "infinity" is not a number, it's a level we put undefined numbers or equations at that can't be fully detailed.
In other words, it's as infinite as Marvel's lifespan and the amount of universes they tell in said lifespan. Which is unknown.

It's a concept that can't be defined by a single fact, but theories that hold truth based on limited understanding.
