Not only does Emma Frost have to be an ice cold *****, but she also has to be intelligent, sarcastic and a lot more than meets the eye. I can't think of anyone suitable, though I do have quite a few options, but I don't think any are perfect: Maggie Grace (she has the look, but she's too young and she's too American), Melinda Clarke (she has the attitude, but I'm not sure about her all in white)... I'll have to get back this one.

Uhh... to borrow the text off Wiki because I'm too busy to paraphrase it...
Emma Frost was born in Boston, Massachusetts to the wealthy Winston and Hazel Frost; she was the second of three daughters and also had an older brother, Christian. Winston was cold, ruthless, and domineering, often imposing impossibly high standards on his children, while Hazel abused prescription drugs to cope with the tensions of her household. Thus, Emma obtained no emotional support from her parents or her sisters Adrienne and Cordelia. The one sibling she got along with was her gay brother Christian. To her surprise, her father chose her to carry on his fortune, but after seeing her father betray her trust and commit Christian to a mental institution following a suicide attempt, Emma rejected his offer and decided to make her own way.

I think ethnicity is the least of your problems when casting the character:
1.) Coloration: The very pale skin with likewise pale blonde hair is a trademark of the character. Given the way most of Hollywood likes to fry themselves in tanning beds, the former is a bigger problem than the latter.
2.) Attitude: Who can actually pull off being a ***** without being perceived in the same light as the villains we're supposed to be hating? Emma skirts the same sort of line as Cordelia Chase in the early seasons of Buffy: an older version of that mean head cheerleader from high school. Except she has a reason to be arrogant: she's built an goodly-sized business empire, albeit by misuse of her powers, and survived an event that killed 16 million other mutants. Oh wait, AXM has her Scott-whipped already. Nevermind.
3.) Body: Who in Hollywood is surgically augmented and fine with it? Outside of the porn industry? Emma flat out says she has "the best body money can buy"... while she's not quite Felicia Hardy, there's a level of curvaceousness that the character has traditionally had that's part of the blatant sexuality that comes with Emma Frost, and that's going to be hard to find in an actress whose credentials aren't strictly XXX-rated.
