Flashpoint is considered the start due to the post credit scene.
It's set before War and the events kicked off this new continuity.
While those events created this continuity, the Batman and Flash we see at the end are apparently not the same Batman and Flash from War forward.
Tucker admits to poor planning due to not being aware Flashpoint would kick off a new universe of DTV's.
And of course, the good ol' "dont think too hard about it!".
So, it seems like the entirety of that film can be marked as a seperate reality other than the end, and maybe the flashback to Nora Allen's death?

Shot again? I haven't seen Hell to Pay yet, but looked up the scene where he explains he was killed by Batman. Does he get shot a second time? I don't think we get much from Flashpoint Paradox other than that he's from the 25th century.
