Which Avengers villains do you like? The Ultimates didn't really have much of a rogues gallery, the main villains in that series, Loki and the Skrulls, have appeared or likely will appear in the first movie. So who does that leave us with from the 616 universe? I like Ultron, but he would need a fair amount of set up and robots who want to exterminate humans is a bit done in the movies. Kang would be hard to do in the movies, time travel is always tricky in stories like this. They don't have the rights to Magneto or Dr. Doom, I don't think the Masters of Evil would work. Thanos would be the biggest, most epic villain they have access to.
 
Dude, The W., Abomination, Comrade Crimson along with Loki, Skrulls, Red Skull. I've never liked Ultron. I don't enjoy time travel stories without Rip Hunter's involvement. Mags and Doom are licensed to Fox if I'm not mistaken. Thanos with some Adam Warlock action. But if that was ever the case the Avengers sequel could be a great jump-off point for an epic Marvel space opera.

Ultron would probably be the best choice. Baron Zemo could work. Thanos is too cosmic; I don't want the Avengers to get cosmic.
 
I don't really want any movie to be cosmic but they made it work in Thor

I haven't seen Thor yet, but in the comics Thor never struck me as a cosmic character. I know there were a lot of cosmic elements and he interacted with cosmic characters, but it was never a cosmic comic to me. He's a mythological figure; it's a fantasy comic more than anything.

Maybe it's just me, but mythology does not equal cosmic.
