Okay, the reason why is that they couldn't 100% confirm that it's Bond for legal reasons. However, the evidence for it actually being THE James Bond is this:
A secret agent played by George Lazenby called JB who drives an Aston Martin, wears a white tux, is "just like On Her Majesty's Secret Service" (possibly an in-universe fictionalised film about Bond), and has a take on James Bond's theme. Additionally, The Man From U.N.C.L.E. was produced by MGM while MGM distributed the James Bond film series. The scene only works if you understand that the cameo IS James Bond.
