Because of the fall weather in Season 3, confirmed to be set in 1972.

Samantha Wayne's birthday is literally at the start of that season, meaning the 5 year time jump occurred in the fall of 1967.

THEN, subtract the 6 months (still 1967) AND the one year between Season 1 and 2 (the second half of Season 1 occurs in April due to set photos with the date) - followed by yet another time jump beforehand in Season 1 episode 5 of "a few months" - you get 1965. Around the time of a bank holiday, the time when Bet Sykes was gonna be executed.

Should V for Vendetta (The Movie) be placed in the Gotham Timeline? Pennyworth serves as a Prequel to both Gotham and V for Vendetta
It's a loose prequel to the state of London in the comics, but not a literal prequel from my understanding. I guess you could throw the movie in that timeline as an head-canon but V doesn't really connect to the Guy Fawkes stuff in Season 3.

Shame it never got to finish how they wanted to with a shot of V on the rooftops akin to Gotham's ending

Continential Europe and Africa were destroyed by nuclear war in 1988 in V for Vendetta (comic). I'm sure there's probably a contradiction to that in Gotham somewhere I'm forgetting. The comic is predominantly set in 1997-1998.

I'm fairly certain they were trying to connect to the comic and not the film, in whatever capacity it was.

Y'all read too much into show runner's personal hopes vs. the actual company themselves.
Was there ever an official statement denouncing the V for Vendetta connection? All I remember is that David Lloyd wasn't contacted for Pennyworth, which is pretty shitty but I guess they didn't actually adapt the comic or use the characters directly. Still should have reached out I think.

Here's all the quotes about it.

2019
Danny Cannon: "The arcing story this season is about a civil war that is brewing, and that came from a conversation from myself and Bruno where we were considering doing V for Vendetta, we were like "that is much a very 80's 90's kind of show, what would it be in the 60's?' What kind of world would be have to create, like in Gotham there would eventually be Batman in this there would eventually be V for Vendetta. So we took that brewing civil war as a stepping stone."

2020
Bruno Heller: "The V For Vendetta world conceptually — it's [like] where this world may or may not end up. What [V for Vendetta creators Alan Moore, David Lloyd and Tony Weare] did so well was to create a [Fascist] version of England that felt like England. It wasn't Nazi Germany imposed on that world. It was very much the parochial, familiar world of England transformed into something dark. That's what we've tried to do, and what [Cannon] did so brilliantly with the visuals, particularly in this season. It's England with this shadow across its face."

2021
Bruno Heller: "One of the few stories that have been told in this kind of world is V For Vendetta and to some degree conceptually, this is a kind of prequel to V For Vendetta. God, I wouldn't hold us up against Alan Moore [haha] but with comic books you have to find a throughline, and that's very political [for Pennyworth]."

2022
Jack Bannon: "There's all sorts going on in this season. We visit Gotham, there's an early version of Clayface, and V for Vendetta is in there as well."

It's kinda weird in a way. The events feel more linked to V for Vendetta but the characters are obviously Gotham versions. I guess America could have been unaffected by the war enough for the TV series to play out, but I swear that Africa or a country in Europe was mentioned post-S1.

If they consider the V for Vendetta comic canon, then it's certainly similar to how Watchmen has a bunch of unauthorised prequels and sequels. It's certainly NOT the movie canon either, and Francis Foulkes is NOT V. He'd be some kind of evil predecessor, a pretty crappy way to connect the two worlds in my opinion. Perhaps the Norsefire government was born out of the literal fire that was London after it was bombed in 1972, and the metahuman experiments lead to the Larkhill Resettlement Camp. Meh.

If Pennyworth wasn't cancelled, it would have been cool if they created a television adaptation of V for Vendetta set in the Gotham universe.

or a parallel Earth called Earth 29 (note that in the new Multiverse of the Arrowverse, Earth 29 is the native Earth of Naomi McDuffie).

Why can't it be the Movie tho?

Because they are explicitly talking about the comic. It doesn't make sense for the V for Vendetta movie to be canon because it's 60 years later anyway. The 20-30 year gap is more believable.

"-we were considering doing V for Vendetta, we were like "that is much a very 80's 90's kind of show, what would it be in the 60's?"
Talking about the 1997-1998 timeline of the comic and how Pennyworth is conceptualised as what that world is in the 1960s.

"The V For Vendetta world conceptually — it's [like] where this world may or may not end up. What [V for Vendetta creators Alan Moore, David Lloyd and Tony Weare] did so well was to create a [Fascist] version of England that felt like England. It wasn't Nazi Germany imposed on that world."
They're talking about the original comic.

He said that this is a prequel to the comic book to some degree.

Not that I expect it to be included on the proper Gotham timeline, but I cooked up a quick V for Vendetta timeline for fun. Maybe it can be thrown as an extra on the DC Comics Timeline, or on a standalone comics timeline. I don't know, I was just in the mood for it.

Well, that explains why Miami is cloudy in Gotham Season 4. Also, a war between the USA and Russia factors into V for Vendetta as well, so presumably one of the elements that connects with that continuity.

With how f'ed up the world is in Pennyworth/Gotham, you gotta wonder if there is just this worldwide fear, paranoia and numbness to the ongoing conflict outside their borders.

Why is Gotham Knights now in a different universe?
Several specific elements don't add up, mainly pertaining to the Wayne deaths:
1. Bruce Wayne was 8 in GK when his parents died instead of 12 (in Gotham they explicitly state this as his age.)
2. Joe Chill (who took the fall) was locked up a day after Bruce's parents were killed. In Gotham, Mario Pepper was the fall guy and got shot dead; but the real killer was Matches Malone who would later die two years after the event. (Ironically, Chill's unnamed cellmate mentioned in GK died after 2 years as well, also a pawn of the Court.)
3. Bruce never discovered the Court of Owls for himself until the time of his death.
