Marvel Comics are definitely circular and non-resolving in nature, but Quicksilver is exaggerating Galactus' presence in the comics.

I think it's just the fact that Galactus has become such a pop cultural meme in cartoons and comedy shows that leads people to think that every Fantastic Four comic has him in it, in the same way that for most people Magneto is the only villain that defines the X-Men.
