Why is December the twelvth month? shouldn't it be the tenth?

They added two extra months to the calendar to make it, I think, all mathematically accurate and what not. July and August, after Julius Caesar and Augustus(formerly Octavian) Caesar. Now, why didn't they add them to the end of the calendar so the whole Sept, Oct, Non, Dec thing would still be accurate? The Caesar's wanted the hot months.
