I just re-read Captain Marvel: Starforce on the Rise, and the timeline for that book is all over the place. It all takes place at some unspecified point between 1989 and 1995, but the chapters jump around a lot. It's also divided into two sections: "Then" and "Now", with really no hints as to how much time passes between the two. The correct chapter order is this:

Indeed, I think we're kind-of parallel to that Civil War timeline. An alternate universe that shadows the main MCU timeline events, kind of like Earth-16828.
