Well, it's an inherent problem with film and metal. Mostly due to weight and cost, very rarely are metal things in film, made of metal. From Batarangs, to swords and shields, most everything that's "metal" in film, is actually made of a metallic painted resin.
If the metal bits of her costume were made of real metal, the actress would risk lacerations, wardrobe malfunctions, etc. Unfortunately, with all that, the resin bits look terrible in still shots, especially in this day of high resolution cameras.
Even the gloss of the PVC of her costume (I'd have used a heavy gauge latex instead, PVC in still shots look like bad "sexy Halloween" costumes), will be toned down in the show, because they won't be using the high powered lights they use in publicity photos.
It looks terrible (but then all production photos do). I also think the actress looks like a stripper. She might be a very pretty woman day-to-day, but that publicity shot makes her look like a very ugly, fake, harlot.
But then, often these production shots are just a quick "this is the basic look" for consistency and continuity and it's not meant to be like a teaser poster. These are meant for the production company and looking 'awesome' isn't what's required. So I assume I'm judging it on aesthetic merits that the picture was never intended to fulfill.
I think it would be hard to make most super heroes look good with a live action TV budget, that's why super heroes don't generally work in live action TV.
