I'm certain the voice that says it's killed a hundred Time Lords is the TARDIS-like machine that we saw in THE LODGER. We know it's returning this season (along with Corden) and I'm sure that's what it is.

Recently downloaded the first three seasons of the current series. I'm hoping to get some free time to finally watch this show.
 
If you've never seen DOCTOR WHO, I recommend starting with the new Matt Smith season as it is, in my opinion, the best DOCTOR WHO. Otherwise, if you've got the first three seasons, watch the third season episode BLINK. You don't need to know anything about DOCTOR WHO and it's the best episode. It's written by Steven Moffat (who took over the show with Matt Smith) and all his episodes are brilliant.
