616 Chameleon was already an identity thief (just not by today's terms of ripping off your credit card info and opening others and bank accounts in your name and all that other fuggshuzzle). Not that I'm disagreeing, just saying...

You know, Uncle Ben may have been a nobody, but Peter's dad was DEFINITELY a "somebody" -- a "somebody" who has been consiodered dead for years (years before DNA mapping or retinal scans and voice recognition technology were widespread), so let's say that Chameleon wanted to come back to gain access Dr. Parker's life-work, then he could impersonate him 'resurfacing' from the dead, in the same way Sue's mom did in UFF. There would be no reliable records on which to base his claim to legitimacy.

That way, Chameleon's motivation would have nothing to do with Peter or Spider-Man, directly -- just the intent to discover the older Parker's secrets.
