Looks like maybe Peter Davison's Doctor, based on the TARDIS having a pyramid roof and the blond figure walking towards it.I don't think anyone has brought this up:

The Doctor can time travel anyway, so it's not like the Doctor we saw in the comic has to be the current one in terms of real world history at the time. Plus, it's not actually set in 1966. Wait… Freaking Fallout?Good thing that the Doctor is a confirmed multiversal (omniversal) traveller, with noted travels to the Marvel Universe, the Fallout Universe, and even a disastrous visit to Assassin's Creed Universe leading to the TARDIS being trapped and an unknown individual being killed inside.
My speculation would be that this was easier pre-time war, when Gallifrey was at its technological peak, since when the Doctor and his companions fell through a crack in the Void in 2005 S2, they seemed to believe they were trapped in that parallel universe.
