What really is going on is that Newsarama finally revealed that the images show that Cable will have his own title again (March 2008.) and X-Force is coming back (February 2008.) with X-23 part of the team.

Neither. In the interview, it was mentioned this doesn't affect Wolverine only being in this book alone. So yeah. He'll be appearing in both AXM and NA.

I don't ever see him coming off AXM, though.

That looks pretty bad. I also thought Carey's X-Men team was supposedly to be more Black Ops, out of public etc.
